That seems to be the case. Which is what I came here to say. They gave free stuff to only a certain group, which feels like being punished for getting a character to 7 stars during its highlight.
Why not just give everyone the same rewards?
Everyone should get the same free stuff. Why alienate a group of serious players? Seems like another time that CG is out of touch with its player base. Happy for those who got 66 shards of a new toon, still to exclude a big group of players though. Bad call.
