JKC Seemingly Preventing Revives in TW While Not Leader

It's nothing to do with JKC. It's because you were using a Galactic Legend.

    Oof! You know what, I checked poggle too and completely overlooked it. On QGJ, the inactive clause is in the text, not the header, so completely looked past it. Thanks for that!
