Summarize your bug 9 battles from 10 the opponent Leviathan goes first and it decides the result of the battle. About 2 weeks ago I can't start, but my Revan is certanly Relic 9 and all of the mods are dot6. It is very annoying. My Leviathan's speed is same as others it is 184.

Hi @vjp1978, and thank you for the report.
If both Capital Ships have the same speed it is always a coin flip which one goes first. This is working as intended and not a bug.
