Lord Vader not gaining ultimate charge in Conquest when not used as Leader

Summarize your bug in Conquest, Lord Vader is not gaining Ultimate Charge when Dark Side debuffed allies receive damage. Specifically when not used in the Leader slot with a full Sith team with Talon in the lead (this team comp was used to progress the feats "win x battles with a full team of Sith" and the "win x battles without using a leader in the leader slot" feats). I've been keeping an eye on his ultimate charge and he is ONLY gaining ultimate charge when he uses Dark harbinger. He gains zero ultimate charge if you don't use dark harbinger, despite him and all allies being debuffed and damaged dozens of times. In fact I've seen all allies get killed and he still has 0% ultimate charge.
Steps: How can we find the bug ourselves? just go into conquest, and use the team comp of Talon Lead, with Lord Vader, Darth Vader, Darth Sidious and Savage Oppress (which is what I've been using for the above feats). I noticed the bug when facing a Grand Inquisitor team in Conquest Sector 3. But I think the problem exists not just against Inquisitors.
