It seems indeed bugged.
If no bonus shield up, gain TM : Intended
If bonus shield and he uses his Aoe buffing special, no TM : Intended
If bonus shield and he used his basic attack, Tm gain : Not Intended
If bonus shield and he uses his Aoe splash attack, tm gain : Not Intended
