Mission breaks due to wrong abilities being chosen

In the fourth tier of this event, the mission breaks due to the tutorial forcing you to use specific abilities. However, the turn order isn't correct and so it says to use specific abilitites that belong to other allies. The character that is currently taking a turn cannot use this numbered ability because it's on cooldown by then.
