No. That's not how it works. If it worked as you write then a huge part of the players would be affected not 2-3 dozen.

Could be true, definitely a lot of the banned accounts are Russian. Using a VPN when purchasing is against the ToS. If that is actually the reason, I'd have thought they'd have turned a blind eye to it though. It's not really harming anyone and bringing in income.
