New Apple ID need to restore progress or purchases

Got a new phone and Apple ID. Shared all account info and they refuse to help and restore progress as well as past purchases from in game or webstore.

I understand because it is iOS to iOS it will not allow me to import my account based on now having a new Apple ID.

i should still be able to have my account  or all in game and webstore purchases restored. It has been a month now which is a massive timeframe in this game for an active player who has been paying money for new characters
