One step ahead: take 10 bonus turns doesn’t seem to work.

I’ve tried it plenty of times using characters that give another character a bonus attack like Windu and Sendulla, as well as with characters that do Assist. However, no matter what I do the counter for One step ahead stays at 0. Could it be broken? Many thanks!

P.s.: it is Conquest sector 1 at Easy.
