PC Client - Alt Keyboard Layout Issue

This is a weird and niche bug in the PC Client, but wanted to report it anyways. I use an alternative keyboard layout, Dvorak specifically, and all the bind keys for the menus and cantina selections work fine; if it is labelled S and I hit S on my keyboard, it takes me where I expect.  

However, the binds for the in-combat abilities and ally/enemy targeting respond to the QWERTY positions of where those keys would be in QWERTY instead of the actual keys, making them essentially unusable in combat. So while the abilities are labelled Q W and E, they don't respond to those keypresses; they respond to them with ' , and .
