Problem earning Raid Tickets?

Anyone having issues earning Raid Tickets, or is this just a visual bug?  I'm stuck on 578/600 tickets in one section even though the game shows I'm complete on tickets in another section.  Just spent crystals on refreshes for both Cantina and regular energy and still stuck here at 578...
