The event happens on the last day of each month I believe and you have to do it through the journey guide not where all the other events are. I don't think it shows up in the events tab until you have beaten it and can do the bonus tier.
I’m going to say you’re right. But you shouldn’t have to remember to look for an event. So to me it’s a bug.
