Purchase failed in store

I can not purchase or open any datadisk in store, include lsb, free data card and other bundles.  The problem occured after I moving from one city to another. My ally code is 847-124-796. I have tried redownloading the game and EA app. None of it worked. I can buy other game in the EA app. So it's probably a swgoh problem.
