Purchased CUP LSB - Was charged. Didnt receive him or parsec rewards

Purchased the CUP LSB, was charged on my PayPal and did not receive him in game.

This is still pending and never processed. is there a way to push it along? Never got the option to purchase it again after I bought CUP from the web store. Never got an in-game update, etc.
