We've just had an Executor event, which means several of your shard mates will have upgraded their Capital ship. Once it is 7*, the Executor's AoE can be levelled to dispel the Tenacity Up. This will mean the opposing Razor Crest can now apply Breach and Cleanse itself, which would explain why you are noticing a difference.
Well, it is the base yes, but the reason it is relevant is bc the stats on the ships that I’ve checked wouldn’t change it from the base as the potency is less than my ships’ tenacity. As for not finding the issue, I’m afraid there’s not much I can tell you aside from it’s not supposed to always apply. I don’t know why you’re not seeing it, but I know something is definitely wrong.

@TricksterLL It's the chance to resist that you are calculating, not the chance to apply.
For example, my Xanadu Blood has a Tenacity of 65% and my Razor Crest has 52% Potency. 65 - 52 = 13% chance to resist, adjusted to the 15% minimum. This means Razor Crest will apply Breach 85% (100 - 15) of the time against Xanadu Blood. - crzydroid3 years agoHero (Retired)
It's going to be really hard to make a case that the RNG isn't working based on a few case examples. Even with only an 85% apply chance, you can still have huge streaks of it never getting resisted. You will need an awful lot of recorded data to say it isn't working.
