Well, it is the base yes, but the reason it is relevant is bc the stats on the ships that I’ve checked wouldn’t change it from the base as the potency is less than my ships’ tenacity. As for not finding the issue, I’m afraid there’s not much I can tell you aside from it’s not supposed to always apply. I don’t know why you’re not seeing it, but I know something is definitely wrong.
@TricksterLL It's the chance to resist that you are calculating, not the chance to apply.
For example, my Xanadu Blood has a Tenacity of 65% and my Razor Crest has 52% Potency. 65 - 52 = 13% chance to resist, adjusted to the 15% minimum. This means Razor Crest will apply Breach 85% (100 - 15) of the time against Xanadu Blood.
