I couldn't find anywhere "official" that truly explained the way mod percentages work. It's been confirmed multiple times through empirical observation of the stats.

Would it be nice to be a footnote somewhere on the mods screen? Absolutely. However, I feel that it's a minority of players who go to the level of detail you and I are discussing right now.
