Hi there, we were unable to reproduce this issue. Stealthed ships cannot be targeted (unless all ships are Stealthed and there is no one Taunting).
If you were referring to those white lateral arrows on top of Phantom II, they are not an indicator that the unit is targeted. To be honest, we don't know why those white arrows appear at random in battles. It's just visual.

In case I am mistaken and there is a bug happening in very specific scenario, would you be able to provide a video maybe?
