No, as far as i know the issue is only when ability is unlocked.

Description says otherwise.

Tier VI, V and IV Strategy tips:

-Sith Eternal Emperor will have his Ultimate ability given to him even if you have not unlocked it. He will gain Ultimate Charge whenever Rey or Ben Solo take damage and at end of his turns.

I just experienced this same issue. Lost 70 tickets due to it, realized that it must be a bug and came here to check on it. I did not capture a screenshot because I was certain that I made a mistake, and that I must have been in a lower tier and not using my tickets. I was wrong. I went in with SEE, Emperor Palpatine, and Darth Vader as my units. This was my fifth time doing the mission, every other time I have done it has gone flawlessly until today.

My info is as follows:

I used two teams, SEE+Vader+Count Dooku and SEE+EP+Vader. I checked now tier V and tier IV, same issue, no ultimate bar and button, i did this tiers before last update and it worked correctly.

Same thing happened to me

I tried this once, it happened to me as well, are we going to get our tickets reimbursed 

@EA_Gunner @I have had this issue for one battle, it locked me out after because it asks for 150 dark side tickets which is not attainable at one time, am I getting my tickets reimbursed for this
