this actually is no bug, therefore there won’t be an update fixing this „Issue“. As recent reports show, most users experiencing problems with the Time change are because of confusion to the DLS. If you have a technical Issue, that doesn’t allow you to make a change or if a technical Issue has caused that you accidentally chose the wrong Time, then you have to contact the Support:
