Relic characters needing gear 13 to unlock ?

You need to be 5 stars to get to relic 3, 6 stars for relic 4 and 7 stars for relic 5 and above. That’s probably why you’re locked out of the screen: the character’s star level is too low to keep updating the relic.

The error message unfortunately wrongly identifies the cause as to why you can’t get to the screen.
