RotE TB: Ghost needed in deployment and CM in Sector 4

The ship Ghost is required in deployments in Sector 4 Right (Lothal), but is also required for the ship Combat Mission in Sector 4 Middle (Kessel). A long while back CG said they would never have required CM/SM units appear in deployments for that Phase/Sector-level. This looks to be an oversight.
