Several Tecnhical Issues

I am having a couple of technical issues. The first one, i have still not seen the $4.99 Relic 9 Clone Wars Chewie in my shop, was also not in my webstore, and I checked multiple times every day. I am a very active player and in the game 5-10 times a day. I have been checking constantly to get that toon. I was able to get the relic 9 CUP, but chewie never showed up. 

The other issue i have been having is my gifts section has never unlocked. I have seen in person other accounts that have complete access to that shop, but mine has never worked. when i click on this it pops up with "Feature Locked: You are unable to send gifts"

I have no idea why this would be, I have had this account for years, bought countless packs, why would that feature be blocked?

I have restarted my game, restarted my phone, updated, and it has not fixed it. 

Any advice would be appreciated!!
