Ships evading Hound's Tooth's unevadeable "Devourer of Prey" Breach

Summarize your bug Hound's Tooth's special attack is supposed to have a Breach that is not able to be Evaded. But several times when I have attacked with it, no Breach has occurred.
Steps: How can we find the bug ourselves? Attack with Devourer of Prey a few times until you notice when it doesn't leave a Breach.

There's not much more to it than what I described above. Just spam "Devourer of Prey" and notice how it doesn't always leave Breach like the description leads to believe.

As @mijn_Wolfie correctly said, "can't be evaded" doesn't mean it can't be resisted. So yes, whilst it can't be evaded, it can be resisted and therefore is not guaranteed to be applied.
