No Sim tickets were removed. Recently a change was made to remove the 'upgrade a mod' daily activity - the sim 10 tickets from that activity were moved into the rewards for completing all daily acitivities. hope that helps.
Your issue with a lack of sim tickets, "in general" well - that I can sympathize with... no good answer really.
