    Vader's unique gives +8 speed per Sith or empire ally (himself and Palpatine count for +16 each).

    That's potentially 56 extra speed on top of the stats you post making Vader 274 speed vs the 243 and 238 of your characters. He should go first and this is working as intended.

    Also, due to Palpatine's leadership (if he is present), all those debuffs give a big speed boost to the rest of the team.

Vader's Unique, "No Escape" when fully upgraded reads:
"At the start of each encounter Darth Vader gains 8 Speed until the end of that encounter for each of the following: Empire ally, Sith ally, Jedi enemy, Rebel enemy. Darth Vader is immune to Turn Meter Reduction and recovers 5% Health when a Damage Over Time effect on an enemy expires".

Because Vader and Palpatine are tagged as both Sith and Empire they provide +16 speed (8 + 8).

Sion and Nihilus are only tagged as Sith, so they only provide +8 speed each.

It happens with opponents too. Take a Bastila lead team with Bastila, Grand Master Yoda, Hermit Yoda, Ezra, and Old Ben. The first three have the Jedi tag, and each of them gives Vader +8 speed. Old Ben and Ezra are tagged as Rebels AND Jedi, so they both give Vader +16 speed.
