TB guild instructions are not updating in a timely manner

Summarize your bug Instructions that I or my officers change or place in TB are sometimes taking over an hour or more to reflect on other members games. Even if they back out of TB and go back in to reload everything it doesn't matter. I just had an example where I blocked out platoons and set instructions to hold until next phase and one of my officers over an hour later was still showing it was open in game and had the previous instructions. This is after he backed out of TB and went back in to try and force a refresh. This is a HUGE problem and has caused several of my members to deploy when I have it blocked and caused us to get a star when we were trying to preload for the next phase and now it has caused us to miss several stars over the last 3 TB's. This needs to be address as now my members can't trust what their game is showing them and it is causing me and my limited officers to have to really babysit and micro manage the TB. This game already takes up a ton of time as it is. I don't need to have to deal with this too.
Steps: How can we find the bug ourselves? I mean I guess you would have to be in a guild with many people and set or change the instructions in TB and see how long it takes everyones game to reflect the update.
