How often does the bug occur? Every time (100%)
Summarize your bug Your fix for the deployment expolit has caused a bug. Now if you attempt to fill add a platoon character that someone already did it will still deploy the character to that territory so no it is useless in other territories.
Steps: How can we find the bug ourselves? Have 2 people try to deploy the same character in the same platoon.

I tried to deploy NS talia and NS intiate to platoon 1 in Forward Strong Hold. It failed and nothing happen. When I backed out it shows that I deployed 31,062 GP as shown below

As you can see with all the platoons I have no characters added after going back in to look

As you can see below it shows Talia and NS initiate as usable in a battle in the same territory

However because of yet another bug in your game they are unusable in the other territory

I don't understand why you can't fix your game and let things that cause a hindrance to game play linger so long. This just degrades the experience of playing in TB's. 
Please fix this
