Territory war banners

Some guys in my guild got wins in the fleet zones without losing any of their ships, but got 21 instead of 22 banners.  Searching the community didnt come up with any explanation or scoring system.  Anyone have the answer as to why?

    If they only have a 6 star capital ship, they can only field 3 reinforcements. 

    1 banner will be lost because there aren’t 4 reinforcements. The game has always worked like this in TW.
