We've tested this today but were unable to reproduce the scenario you described.
Is it possible, that Darth Traya took a bonus turn, resulting in a second attack? That would explain the enrage cooldown being reduced by two.
If you could provide us with more details (team composition etc.) and screenshots or a video, that would be helpful to investigate it further.
The game description is saying "bonus action", not bonus turn. And it's happening to us in T5, too. One team mate got 10 turns in a row. I got 3 turns in a row.
