Yes, I believe I saw this in one of the patch/bug notes/fixes. I haven't tested it yet though.

  It was listed in the patch notes on 4/11:
  UNIT - L3-37's "For the Droids" no longer blocks Darth Vader's "Inspire Through Fear" from reapplying.

    what about, when vandor is present and he revives l3 who had dots before dying?

    tbh i think l3 is suposed to come back with 9 dots here.
