Voluntary Vanguard not working as intended

What type of issue do you have? Gameplay
How often does the bug occur? Occasionally (10% - 49%)
Summarize your bug Voluntary Vanguard not working as intended. It seems to prioritize whichever unit is in the leader slot even when they aren't the strongest.
Steps: How can we find the bug ourselves? Put units into Galactic conquest with similar gear/health+protection values.

@cipritree Apologies the occurrence rate should be 50-99%.

Do you have Leader's Resolve or some similar disk equipped that is boosting the leader's stats? I haven't had an issue with it marking non-leaders this conquest.

No I don't have leaders resolve. I'm not using any disks that impact health or protection.
