Webstore Issue!

Does anyone know why the SLKR and JTR bundles aren't showing up in my webstore? The only things i can see are the new character crystal packs. My gifting tab (in game) is also locked. it's been this way since i started playing. I'm over 18, so it's not an age restriction problem. Also, in the Reward Passes section, it reads

"This account is not eligible to purchase reward passes".

The one time i would like to spend money on this game, and CG decides they don't want it. Any help is greatly appreciated!
