Wedge X-wing not gaining speed from unique

Wedge Antilles's X-wing is not gaining the correct (or any?) speed from his unique.

The unique Lead the Way: Wedge Antilles's X-wing gains 25% Turn Meter whenever it attacks out of turn. Wedge Antilles's X-wing has +15 Speed and +15% Critical Chance for each enemy that is buffed.

This should make Wedge the fastest ship in the game (up to 233 speed) against fleets that start with a buff on all ships like Executor.

Executor's unique Vader's Bounty: Bounty Hunter allies have +35% Max Health, Max Protection, and Offense, and ignore Taun on Crewless or Droid ships. At the start of battle, Bounty Hunter allies gain Tenacity Up for 2 turns, ...

Either the speed increase isn't being applied, or the buffs are not added at the start of battle but only after initial TM is calculated
