We've tested this today using a full Bad Batch squad in conquest but were unable to reproduce what you've described. Can you record this as a video with sound and provide us with it, please, so that we can get a better understanding? Thanks!
Ok I made a video of it where I fight against a BB team in conquest.

At 42 seconds into the video tech uses his special (delicate operations) and thats when I believe I can hear the sound that persists later on starts.
At 1:37 into the video I turn of the music so you can better hear the sound effect.
At 2:01 into the video when the battle ends you'll hear the sound effect that persists even as I leave the battle.
