Won’t let me create a guild, with a name that doesn’t actually exist

I haven’t had this exact problem, but I know I’ve tried to search for territory war opponents (copying exact capital letters, etc.), and they don’t show up through the search, even though the guild definetly exists. So could be a glitch or just a funky search system.
