Omg yes I just made a post about it thinking I was the only one. The way I “fix” it is by saving and using the “move_objects on” cheat and delete both sims and reset them again.

Not to be the bearer of bad news, but this is not a new bug, this has plagued the original Complete Collection since its outset, so I strongly doubt EA will fix it in a patch. Allegedly, there's a fix available on this archived SimSlice page (you have to scroll down a bit) but some have said it didn't work for them.
The most surefire fix is to evict the household from that lot and move them back in, but you'll have to re-furnish the lot if you do. I'm unsure if Legacy has been updated to let you pick up sims with move_objects on yet, but if it has, deleting them that way also fixes it (just make sure you save first, otherwise it will revert that sim back to whatever stats they had at your last save, including skills, interests, personality points, and relationships). After deleting them, just click on their portrait to bring them back.

Same thing happening here! Sims 1 Legacy edition and updated with the newest patch.
