Building mode appear when traveling to a public lot

I recently have had problems with visiting public lots, at first i could visit them as normal but now it doesnt allow me to. After the loading screen when traveling to a public lot, i get put into buildingmode and its like i never traveled there with a played houshold. I have to go back to the world and then load in my household again and its like they never went anywhere.
