Cannot add a new userstart up cheat file or old saves.

I have had to uninstall two times because when I tried to create a new usercheatstart up file, put it into config and when I opened up game, well it didn't open , I am just getting a little white box with a red cross.

YUP tested a older game save from Sims 2 UC, same issue happened, test my old Mods folder (Downloads) I had no issues with the mods I made copies for the Downloads folder in Sims 2 Legacy.  When I had game installed no issues with playing, sounds aren't as loud as they used to  be.
