Check in OneDrive/documents rather than the "regular" documents. If the game is using those, that's where you'll need to tell clean installer to install them. I disabled OneDrive before installing Legacy and it still installed everything there. Additionally, if you have used the CC in the past and already have a copy of the package files, you can just create a Downloads folder in the Legacy folder (in users/your name/OneDrive/Documents/EA/Legacy) and put the files in yourself.
Then, to get them to show up in the game you need to go into your Legacy folder and delete the cache files and thumbnails.
