Neighborhood Creation Failed

I simply moved my saves to Legacy and they work fine, BUT....

I created a new neighboorhood and it failed out. On a second attempt to create the neighborhood it failed AND it glitched out by placing the "Pets" neighborhood into selectable saves. I'm leaving it alone for now out of fear that I'll break it.

I'm assuming these discussion boards are being used by developers as tickets for issues they need to work on. If not, can someone point me in the right direction?
