I'm not sure I have any help for you, but I can say that you can only turn shadows off when you are in a lot. I don't why it's like that, but it always has been.
Have you tried to generate a whole new Sims 2 folder to see if something in the current one is corrupted? It's not as easy to corrupt the game as people once thought, but it does happen.

I have not tried generating a new Sims 2 folder. How would I go about that? Delete the old one and just start over? Would I need to completely uninstall and reinstall the game?

Yeah, just delete the Sims 2 folder or move it out onto your desktop, then start up and let the game generate a new one. Sometimes that solves a myriad of issues and sometimes it solves nothing.

Unfortunately generating a new folder or turning off shadows did not work.

I'm sorry. That's frustrating. It could be an issue with your computer rather than the game. I'm not super savvy in that department, but you could make sure your graphics drivers are up to date and disable One Drive if you haven't already. Maybe try the Sims Reddit to see if they have anything more helpful.
