EA_CadeYes, I have installed the latest patch. I had the same issues before the patch and hoped it would be fixed after the update but unfortunately the issue remained. I have attached the DxDiag file and EA Error Report ID as requested

Can you try generating a brand new neighborhood file please and let me know if this persists?
You'll need to move or delete the Neighborhoods folder in Documents -> EA Games -> The Sims 2 and a new Neighborhoods file will generate when you launch the game again. Be sure to delete the entire Neighborhoods folder rather than deleting the sub-folders within that file.

I have the same issue you described and after making a new family the bug came back after awhile. Personally I think it's related to Sims being added to a household that might trigger it but I'm unsure.
