I believe the legacy version is missing Ikea Stuff Pack. UC has everything. Not a lot of difference and if you have UC already setup with fixes then no need to repurchase.

I read a comment on YouTube, as well as the Ikea pack it's also missing the H & M pack. I was watching a livestream there and the gal's game crashed after creating a family.
Edit: later found out that comment on YT was incorrect as H & M is in the game.

Also some songs were removed for licensing reasons. And from what I've gathered, they also turned shadows permanently off, which is the laziest fix to this squared shadows bug they could come with. There is a mod to fix shadows in Sims 2 on MTS, however, that mod will not work with this version if you can't turn shadows on. Great.
I am definitely staying with Ultimate Collection which I have fixed to work ideally on my PC.

Besides the H&M and IKEA packs not being included, /supposedly/ the game is meant to fix bugs that wouldn't allow people to play on newer systems. So far however I've seen a lot of people having issues with their games so far, myself included. I do technically Have the ultimate collection (though not downloaded at the moment) so I can say for sure that you're able to enable shadows without The Boxes and I haven't noticed any screen glitches on the legacy so far. Gameplay itself however isn't working for me.

The Ikea stuff is my favorite stuff, I use it all the time. So without good bug fixes and stuff... it looks like it's not worth getting. I'm really bummed because I absolutely would pay for a truly updated version that included everything.

IKEA pack is missing. H&M is there (I checked)
One thing to mention is that the credits is missing the music. When you open the credits, it tries to start playing a music, but it fades out as soon as it fades in. Here's the music for those curious:

Game Options is missing Auto Login setting and the Custom Content browser in the Neighborhood Screen is grayed out. Game Options is also missing the Key icon, not allowing you to use and share pet color and collar codes.
Some music is missing (same reason IKEA is missing). For example, Reggae now has only 3 songs: Backyard, Mind Control, and Sweet Music. UC has 6. I also have two coded Salsa songs...
The game closes when you click somewhere on another monitor. Reported here.
There is no Body Shop. The game files name Mansion and Garden stuff as EP9 instead of SP9.
In Documents in EA Games, additional new folder will be created named Sims Club. This includes one xml file "uContent.xml".
And that's all I can see for now...

H&M stuff is in the Legacy version and the shadows are there. It's the IKEA stuff pack that's missing. And anti-aliasing slider seems to be wonky, it doesn't work asap like in the old game, but only after restart of the game I think.

I'll just keep on using my Ultimate Edition then. It has both H&M and IKEA.

My husband got it for me. There are some bugs, but nothing (for me) that's stopping me from playing so far. It runs better than UC, a lot smoother, with higher settings. I have a dual monitor setup and it's running fine, BUT each monitor is on a different computer (left is Windows and right is Mac). I use synergy to go between them.
I added my mods, hacks, and CC to the game and it all works fine. I am encountering some bugs that hacks can't address, but nothing that is stopping me from playing so far. I haven't had any crashes... yet.
I also added the IKEA pack to the game files and it works fine. I'm not sure if it's okay to share the link to the instructions for that here, but if you google GitHub Ikea Legacy Sims 2, you should find that. It was easy.
