TS2LC: Stuck on borderless windowed, can't get fullscreen or change resolution

Alt-Enter is not working for me. When I use it, I get the Windows error sound chime. The game is stuck on borderless windowed mode. I can't cycle to either windowed or fullscreen. I'm a steam player.

The in-game resolution menu is grayed out and not clickable.
