Ultimate Collection not being upgraded to Legacy ?

So the Legacy Edition contains bugfixes and modern systems compatibility, but the content is identical to the Ultimate Collection. But why is the UC being ignored ? The new Sims 2 not a remake, no...

I downloaded Ultimate years ago and have never been able to play it. I don't understand how to use mods and shouldn't have to use them anyway.
