I did spend some time, last spring, looking the badge collection of quite a lot of players on TS3.com, and I also looked for some players who were posting about achievements and such, and, out of possibly 100 players checked, I couldn't find anyone getting either "Nice Arm!" or "Who keeps sending theses?" in the last months/years, so that's why I'm confident saying that those two were bugged by a subsequent update.
Not happy to hear that, as I don't have "Who keeps sending these?" yet. I don't suppose you have an idea if they were doing in in Isla Paradiso or with planted bottles?

Well, given some other people say "This achievement is bugged" about dozens of working achievements, I did try them out before ruling them as bugged myself.
About "Who keeps sending these?" (By the way, "Messages in a Bottle" are funny if you take the time to read them! ;) ):
I tried collecting naturally occurring "Messages in a Bottle" in Isla Paraiso, took forever, failed to get the achievement.
I tried planting extra spawners on some lots in Isla Paraiso, collected 50+ "Messages in a Bottle", but failed to get the achievement.
I tried planting extra spawners on home lot in Riverview, collected 20+ "Messages in a Bottle", but failed to get the achievement.
I tried sending multiple "Messages in a Bottle" to friends, including @Me1620, and we tried "intensively" for couple days in a row, but failed to get the achievement.
I tried having my sim "Give gift"/the "Messages in a Bottle" to random sims, but failed to get the achievement.
I tried completing "Opportunities" (several "Dive work" jobs) requiring to hand over "Messages in a Bottle", but failed to get the achievement.
I'm out of idea, and we are clearly outside the Achievement description. If you have another idea, I still have households living there...
About "Nice Arm!" I personally tried several two on two water balloon and snowball matches on the watersports arena, keeping tracks on couple specific sims to make sure they at least get one victory each, managed to have one get four victories in a row (snowball, waterballoon, snowball, waterballoon) and also tried the seasonal round robin style fights, and neither worked.
