I found NRAAS Overwatch and Error Trap handled most of the problems with Isla Paradiso for me

Overwatch cleans up things like extra vehicles and it resets stuck Sims before they cause lag. It also tells you who is being reset so if one sim keeps getting reset you can look for them and find out what their problem is and fix it.
