A special opportunity on Isla Paraiso allows you to purchase a beachfront resort for §0, but it comes with two nasty cockroaches spawners that can't be deleted unless you use both "Testingcheatsenabled" AND "BuyDebug" (it is actually invisible unless you use the cheats). It more or less prevent you from going above 4 stars. So it makes the first step into resort management easier in IP. However, any world can house resorts. The "natural" way to get a resort is to purchase a (preferably large) residential lot, then use an adult and older sim to use a phone to "Convert lot to Resort". If, for some reasons, you don't want to do it that way, you can use both "Testingcheatsenabled" AND "enablelotlocking" to allow you to switch any lots to a "Resort". "Resort" is a special kind of lot, with plenty forbidden items, and if an item "to be forbidden" is present, you'll get a message that it has either been moved to the "Family Inventory", or deleted.
A personal tip: Given the possibility, place your "Resort" in front of a body of water, preferably salt water. It's a significant plus, AND it allows you to postpone the costly pools until you reach 3 stars or higher.
I built a resort when IP was first released. I couldn't work out how to make it a resort lot - but it seemed to become one when I placed a front desk (resort desk sort of thing) in the lot. I've no idea where I got it from now. I may have needed to be on a particular type of lot for it to become available. Sorry - this is probably not of much use to anyone.
Well, the front desk is like the mailbox, it's an automatic addition to a new resort lot...
