I might have another explanation, that the specific file keeping track on the progress for this very specific achievement (located in one of the subfolders of the "/electronic arts/the sims 3/download" folder) got corrupted. If so, starting a brand new game on another computer would do the trick. However, erasing any files in the Download folder is risky as there are some that are like your license keys, the exhaustive list of stuff on the store you own (not to be confused with the other similar files that keep track on the store stuff you've installed) and such, and not talking about the ones that keep track on long lasting achievements (like the 200 perfect meals).
You could simply rename the Sims 3 folder on your computer to force the game to make a new Sims 3 folder. That would give you a new downloads folder.
